The copyright law of the United States (United States Code Title 17) governs the making of reproductions of copyrighted material, including but not limited to downloading, printing, and performance (i.e. display.) The Berne Convention, of which the United States is a signatory, governs the making of reproductions of copyrighted material internationally.
My understanding of copyright with regards to photographs is not a professional one, and I am not making any claims to being a legal authority on the subject. The copies of the photographs of the Riot are for my own research, and are for non-commerical use. For me to get permission to publish these photos, I would have to determine the actual owner of the copyright, find out whether that was the photographer, or the the photographer's employer, and when they were first published. Since the actual photographers for many of these are unknown, text publishers seem to have accepted the Tulsa Historical Society, the City of Tulsa, or the University of Tulsa, as owning the copyrights, which is argueable under the latest versions of the law. Most Web publishers don't seem to care, and have just put them up. Until I can get the legal details, such as "life of the photographer plus 30 years" and whatnot worked out. I'll pass.
As I do get these things figured out, I'll note them.
